Abstract

El phenomenon of globalization implies the emergence of distributed and global problems and the emergence of social networks in the fields of economy, science, policy, and law, which increased global interdependence. Agents who carry out this process are mainly intergovernmental organizations.

«Globalization» has been observed, first of all, as a re-concentration of global public authority, strictlyspeakinga re-privatization of control of the collective authority, which has created an intergovernmental institutional plot, which tends to operate as a word Government. La OECD has come to play a transcendental role in determining economic policies that affect State policy decisions, affecting even the national constitutional mandates in the economic sphere.
