Abstract
As for protection of environment, of management of public programs of education, prevention and control, thinks the author that the Town halls must have every time major implication to make possible, royal and effective the right to a suitable environment, that as beginning of the economic politics and social proclamation our article 45 of the Constitution.
In this aim, the local authority, next the territory and the population, must have as action obtain also increasingly a major implication of the citizenship in the respect and defense of the environment as common good. The environment is a thing of the whole community, common good of the first order.
And in parallel to these two lines of action, it is fundamental according to the author to increase the environmental education in all the academic levels and start campaigns of awareness directed the citizenship in general. Only this way we will have our right insured to the environment.
