The political participation of foreigners in local elections May 22, 2011. A critical reflection on a failed attempt inclusive democracy

Abstract

Local Elections May 22, 2011, in which for the first time foreigners have been able to vote from Bolivia, Chile, Colombia, Ecuador, Iceland, New Zealand, Paraguay, Peru, Cape Verde, have shown that the regulation constitutional political participation of foreigners, which requires the mutual recognition of voting rights for the Spanish and the formal conditions of exercise of suffrage, as the inscription on the electoral roll at the request of a party and the legal and continuous residence for at least five years in Spain in order to vote, remains a political and legal challenge to our democratic state. The need to ensure an acceptable degree of representativeness of the Spanish democratic system will require the reform of the established model.
