Abstract

The worrying present situation of Spanish local government prompts us to analyse possible ways of reform in order to improve our territorial model from an integral point of view. This article, after analysing the problems of local government in Spain’s historical constitutionalism, studies the present conditions that give rise to the daily obstacles encountered by Spanish municipalities and, likewise, sets out the future keys for tackling a reform of the local regime from a municipalist and rural perspective.
