The reform of the Administrative Procedure: The new Act 39/2015, 1st October, of Common Administrative Procedure of Public Administrations

Abstract
On October 2nd2015, two legal standards which seek to reorganize the administrative legality on two axes or fundamental dimensions: external and internal relations of the Administrations and the citizens were published, in the BOE. The Law 39/2015, of October 1st, of the Common Administrative Procedure of the Public´s Administrations is in charge of the first dimension that is to regulate external relationships and deal with the exercise of the right to self-governance and regulatory power. This study analyses the main changes introduced by the Law on Common Administrative Procedure, which, with minor changes in several provisions, cause a reform that is not comprehensive or complete nor systematic.Published online: 22 December 2015
