Ethical Codes and Public Service. An Approach from the Theory of Law

Abstract

An emergence of Ethics Codes and Codes of Conduct for public officers has taken place in the last two decades. In this paper, some important aspects regarding Public Ethics will be discussed, starting with its relations with other normative orders and the reasons that explain its specific place within the normative univers (Section 1). Next, I will focus on its political, pragmatic and motivational foundations (Section 2). Finally, I will point out some problems that codification of ethical values, moral principles and rules of conduct for public officials faces (Section 3), and pay special attention to judicial ethics (Section 4).
