The Senate: renovated scenario for political contest. Appearances, debates and reform

Abstract

This article intends to carry out an analysis about the appearance of the President of the Government in the plenary session of the Senate as an institute of control of the Upper House that has acquired special relevance in the XIV legislature as a consequence of the senator´s condition of the opposition´s leader. I have related the president’s appearance to other control instruments that, due to their singular characteristics, have a special parliamentary interest, such as the Debate on the state of the Nation in the Congress of Deputies and the Debate on the state of the autonomies in the Senate. The validity of the bicameral model requires the revision of some of these instruments with two objectives: to achieve a better balance in the institutional structure of the State and to create the conditions for the political revitalization of the Senate.
