María Jesús García Morales: Transparencia y rendición de cuentas de las relaciones de cooperación intergubernamental en el Estado autonómico
Abstract
Las relaciones de cooperación intergubernamental son uno de los elementos que caracterizan el funcionamiento de los actuales estados políticamente descentralizados. Si bien es cierto que el primer federalismo adoptó una fórmula eminentemente dual, de clara separación de los dos niveles de decisión política constitucionalmente reconocidos en su seno –las instituciones centrales y las entidades subestatales dotadas de autogobierno (o miembros)– en el ejercicio de sus competencias respectivas, después evolucionó hacia un modelo cooperativo, fundado en la interacción de todas las instancias de la estructura territorial del estado. A ello llevó, fundamentalmente, el progresivo aumento (en número, complejidad y extensión territorial) de las necesidades que debían atender los poderes públicos, que imposibilitaba su plena satisfacción mediante la acción unilateral de cada uno de ellos y, por lo tanto, los obligaba a ejercer de manera conjunta o coordinada un importante y creciente número de potestades.
