The public direction of government centers: advising or co-presidency? The White House Chief of staff as a case study (1946-2024)

Abstract

This article focuses on the figure of the Chief of Staff to the President of the United States as a political-administrative elite within the institutional system. The main research question of the study is to understand the recruitment process of individuals who have held the position from 1946 to 2024. To achieve this, a database was constructed with the profiles of the 31 heads of the U.S. center of government, analyzing the influence of territorial factors related to the person who holds the presidency, educational background, and professional experience in their recruitment. The study finds that the position is not attractive to individuals with long political careers and that it does not significantly promote subsequent political careers due to its high turnover rate.
