Abstract

This study analyses the legal protection mechanisms for whistleblower civil servants within the European Union’s institutions and agencies, with a focus on Frontex. It critically examines the EU Staff Regulations and their provisions for whistleblowers, contrasting them with the broader protection framework established by Directive 2019/1937. The analysis highlights the fragmented nature of protections available to EU civil servants compared to national frameworks, emphasizing the legislative gaps and enforcement challenges. Special attention is given to Frontex due to its significant relation with fundamental rights and transparency, evaluating its internal mechanisms and systemic deficiencies. This research provides recommendations to harmonize EU-wide standards, ensuring effective, homogeneous and equitable protection for whistleblower civil servants in all institutions.
