Modernization or perpetuity of public administrations and their public employees

Abstract

Objectives: This article is based on an analytical and reformist study of the Public Administration, prioritizing public employment reform as a first measure. Legislative reforms have been implemented in this area, but the vast majority have proven insufficient to achieve a solid public employment system capable of exercising public powers and safeguarding citizens’ interests. The aim is not to contrast a hypothesis but to provide a critical and constructive reading based on doctrinal and normative analysis. Methodology: This is based on an analytical legal study of the main problems identified, a comparative study with the European civil service as an institution. Conclusions: In short, an analysis has been carried out of organizational and administrative measures that entail changes and innovative proposals that achieve the transformation of public employment that is so necessary in these times.
