Abstract

The amendment of the article 135 of the Spanish Constitution was necessary due to the irregular situation of the Spanish economy for several years. Our European Union membership and the common objectives of the member states forced to the economy reformulation in general; beyond Spain should adapt its financial system to the named Six Pack of the European Union. In this context, the amendment of the article 135 and the subsequent regulations have given to the State different instruments and mechanisms to achieve two purposes: on the one hand, more monitoring of the public accounts evolution; on the other hand, a control of the suppliers payments. The new sanction capacities and the new financial measures have improved the system to ensure the payment of suppliers. The deficit has come down (in relative terms). However, the public debt continues to grow. In terms of restructuring and rationalitation, the local entities have also performed well. The study intend to analyse these issues.
