Ecological and democratic sustainability of artificial intelligence: challenges for European Public Law

Keywords: Artificial intelligence, sustainability, surveillance capitalism, digital sovereignty, public law

Abstract

Artificial intelligence has consolidated itself as a decisive pillar in shaping the contemporary order, becoming both the promise of social innovation and, ultimately, a geopolitical instrument. Within the fabric of social order, two critical dimensions stand out: the ecological and the democratic. The environmental footprint of AI is increasingly raising social and legal awareness. At the same time, algorithmic opacity and the massive capture of personal data feed a surveillance capitalism that undermines Western public deliberation, leaving a profound mark on civic consciousness.
