Foundations for a constitutional civic education. Constitutional values and fundamental rights at stake
Abstract
Starting from a brief analysis of the problem in the context of the right to education, with a constitutional jurisprudence that has recently undergone some disconcerting changes, this article analyzes a relevant problem in this area, such as the promotion and effectiveness of constitutional values by the public authorities in schools. Civic education in Spain has generated great controversy due to the ideological differences between the different political groups, and there is a lack of agreement about its approach and the contents it should cover, a debate focused mainly on the values that should inspire the organization of the curriculum and its content. This lack of consensus leads to a biased and fragmented, uncoordinated civic education and, consequently, causes a constant restructuring of the educational curriculum that affects the contents, programs, objectives, methods and evaluations of that educational system that is constituted as a guide to student learning. This constant curricular reconfiguration makes it difficult for young people to acquire a common vision of citizenship and to obtain an adequate training in shared values and democratic principles, so important for their development as responsible members of a democratic society and to become committed citizens. The article defends the urgency of proposing a true teaching of the Constitution. Not only the organic part, but the values that inform the Supreme Norm of our order, values that identify our constitutional State, and that must be promoted and promoted by the State and its institutions as superior values of democracy. The teaching of constitutional content, promoting and reinforcing these constitutional values, is essential for the lasting maintenance of our form of State.
